It was the empires intent for world domination and their idea of the world was minuscule then. Just weren't successful. You know why? Because we are human. People on IA cant even agree with each other most of the time, what makes you think involving the world in a matter could make it work. It is way too foolish to think that could ever happen and I dont think politicians are that stupid, not even Obama or Bush.
