If you're working out 4 times a day, you're not putting in enough effort. Cut it back to twice. Run in the am on an empty stomach. Your body is out of fuel and is already running on reserves (fat). Hit the weights in the evening after your body has recovered from the run. Hit them hard. As heavy as you can go... This will shift your metabolism into overdrive, and you'll get shredded quickly...
Cut back on the carbs, none 5 hours before you go to bed.
Drink tons of water, min is 1/2 oz per pound of bodyweight... minimum...
Take a multivitamin.. Your body will run better.
