to be perfectly honest, management at places like this have to make up random shenanigans to make themselves look better. if they're not nit picking the slightest possible thing out of every employee and putting it down on reviews then their managers think they're not paying attention as much as they should. when you go up to them and confront them, they will always have a bogus excuse for why they put what they did. It's really just not worth the time, to worry about it, or confront them about it. Unless of course you intend to make a career out of it, and then you need to discuss it with your manager, so if the day comes you ask for a raise he/she doesn't say "well your performance reviews said this and this, and that stays consistent, so that's a big negative."
Reason why I'm not signing the evaluation until I talk to her, everyone was/is sharing their reviews and everyone else's needs for improvement is like "needs to share their best practices with fellow peers" or "needs to discuss with peers on how to help them acheive their goals..." or something a long those lines.
