simon since your so OMG smart. why didnt you know you had to have insurance to drive anything on a public road. and why didnt you ask the owner why there isnt an tags on the car and if it had valid insurance. usually when a car doesnt have a tag on it. it doesnt mean the car is drivable legally because of regisitration and/or insurance.
