Yes there was evidence that Al Qaeda was planning a terrorist attack. However, there was no evidence to what attack they were planning. You are making it sound like the government found the actual plans for the attack and did nothing to stop it. All they knew was that something was being planned. How do you suppose that the government was supposed to prevent this? They did not know where the attack was going to take place.
