I think its case by case. I'm pretty sure the 15 year old knew that they were going to be in a race. So he should have known the shit that could have happened to him when he's in a car that's street racing.

I don't think VH is the right choice of charge here either. It was the other guy's choice to ride shotgun in the car or not.
