In FL there was a form you could get the PO to fill out for your dad saying you never took ownership or something to that effect... I am sure that GA has something similar to this.

It's better to look at the state DMV site whenever to do something out of the ordinary as it will cause less problems when you go down to the tag office and try to get what you need done.
