But to go cheap get JRSC specifically for LS non vtec, use the 7 pound pulley, get injectors one or 2 steps over stock, header, freeflow exhaust. that is for stock setup without having to break your wallet as much as turbo. Key to it would be to be 2 get good deal on the jrsc first then all else will be good to go. This should get u 210 at the crank.
If u want to get the 217 and 228 whp u need the 9 pound pulley and have to have the water mist spray to keep it cool, definitely go 2 steps up on the fuel injectors, cold air intake, need chipped ecu and tune it. With good tune u may squeeze more.
    Good luck.
For the price of a JRSC which I believe is like 2500$ you can build a all motor setup(LS/VTEC) for that price and will run the same times at the track. As a boost application with around the same amount of cash spent, just all depends on what you want to do myself I like all motor better than boost.
