Name one manufactor that has done it. I can tell you at least 2 cars that the halogen style lense but those are designed specificly for HID's. The gen 2 Acura TL and half of the Mercedes from '98-'02. That was specificly the '96-'99 E class headlights (W210 chassis). Do you really think that DOT will allow an auto maker to sell a vehicle with HID's having a scattered light pattern? There's a certain limit it has to be within. If it don't meet the standards, it can't sold with that vehicle unless done aftermarket, and even then it's probably still illegal.
