I'm not sure if you remember your history but Japan started the war with China/Australia/The U.S. etc, not the other way around. Typically, after a war you don't say "well, you attacked us first but we're sorry you lost, here's some money to fix your place up". Substantial aid was given to European countries post world war II for fear of communism taking hold, but nothing was given to Japan.
