Given looking at Atlanta/DeKalb mugs and watching the news, person B is the danger. His gun was likely obtained legally at one point in time by the previous owner but was acquired by him illegally and cannot be traced. This guy also doesn't care about how he uses it. Knowing that he can acquire a firearm through private sale also affords him the ability to not be traced back to it if the gun is ever found to be used in a crime. Person B also thinks it is a good example to brandish weapons in pictures and to people because "it makes him look like a gangster and tough" in an attempt to make people fear him. He is also likely to sell/dispose of his gun to someone who will handle it with little respect, likely a drug dealer or street thug. Person B may even trade the gun for drugs if low on "cash flo". The use of person B's gun will likely be in a "in the moment" time when acting in fear of a situation (using it for intimidation falls under this category).

Person A is only a danger for making a more power weapon available to someone who will plan out using the weapon in an attempt to "make a point". The likely use of person A's gun will come from someone who has knowledge of its whereabouts and can gain access to it. Planned violent crimes make for better news stories and thus project them into the spotlight even though they only make up a very small percentage of overall gun crimes. Person A is less likely to make the decision to let the gun fall into the hands of someone who will use it for crime purposes/intimidation. Person A does not see owning the gun as an accomplishment to show the world, but may be happy to talk about it in a hobby-like aspect to other like-minded people.

Person C is in least direct control of his weapons. Other self-centered, egotistical minions make most of the decisions of when and who to use those weapons on. Person C's job isn't to play War Games and direct all military actions 24/7, he has other obligations. However, when the minions "under" him come upon a situation where they could "pass the buck on" if something goes wrong while playing with their toys, it will be sent to Person C for the decision making process. Person A is the last in a line of decision makers for use of the weapon. Many of the actions/protocols for use of weapons of Person C's job come from actions/protocols placed by the previous Person C of that position. This Previous C was likely handicapped mentally by some kind of "retard" disease. Previous C was also blinded in the decision making process by greed and personal gain of his supporters/minions. Previous C had no forethought into outcomes of papers shoved in front of him to sign.
