Default Renewing registration after 2 years

Being a forum of tuners I've got to assume that somebody has been in this position before. I know I can call the tag office but those folks never seem like the friendliest or brightest people in the world. Anyway...

My car was registered and insured in athens and I blew the motor about 2 years ago. I never turned in the plates which I believe you are supposed to and they are still on the car... Now I am looking to put the car back on the road.

First, can I still use those plates or will they have to be turned in?

Second, do I get any sort of penalty for not turning those plates in?

Third, will this be treated as a renewal where I can bring a copy of the title and some money or will this be considered a new registration where I have to bring my actual title and get a new one issued?

    Damn I can't believe it's been 2 years.

That tag is dead if its not renewed within 15 days after expired its no good just trash. I was in the same boat when i was build a car a while back and it sat for awhile. You will have to get a New tag and more likely start a new registration period id take the title with you just in case.
