I just read some more and it does say that it constricts the vessels which acts in the same way as thinning the blood, but does not actually thin the blood.

Just want to add my tattoo guy was my "boyfriend". All of my tattoos were done at his house by him and not by someone who would worry about my drunken actions rather than how my tat turned out.
