It has nothing to do with the width. It's the diameter (or circumference) around that matters. THAT is the measurement that you must keep in mind.

If your tire normally has a diameter of 28.5", then it doesn't matter what size wheel that you use, as long as the tire has a 28.5" diameter (how tall it is), you are fine.

Your speedometer is based on your tire's circumference.
