I agree completely...I was a little shit when I was little, got spanked when bad, mouth washed out with soap etc. I learned very FAST what was acceptable and what wasn't. I consider myself very respectful, polite, and loyal. I blame parents 51% and society/the system 49%.

Yea, parents don't care anymore. Very few parents take the time to discilpline their children. Call the cops and report the vandalism.
I had 2 cops come to my house at 1 AM when a neighbor accused me of vandalizing a house. Woke my whole family up and I heard shit from my parents for a couple days. A week later the vandal was caught(haha his parents turned him in) and when I found out who it was I taught the dumb ass a lesson.
