emissions help

So i bought a 90' Ef a week from today, previous owner told me it would pass emissions, i meet up with him, end up buying the car even though it smoked pretty bad (D16z6 @11psi) any way i take the car to get the emissions done yesterday, and it failed. I have never owned a car where i had to mess with any emissions problems so i am absolutly lost on this subject. Im asking for any advice, shop names, technician names, etc. Please help me out with this, as i do love the car and want everything to be legal on it.

You have no cat, your car is smoking and it needs a tune. But you want advice on how to pass emissions..I guess telling him whats wrong wasn't part of the deal...
