    You can go and have the car titled with the Bill of Sale and wait for the title to come back to you before you register the car. Or if you get your insurance and emissions together, you can take the Bill of Sale and have it Registered off of that as well. Newer vehicles you MUST have the Title before it can be registered, and the cut-off date isn't fresh in my memory so I don't know for certain.

    Your car CANNOT be Registered (And thus legal to drive) in the state of Georgia without emissions certification or exemption and valid proof of insurance for the vehicle. Your car CAN be Titled without it even being a working car. Hope that clarifies a bit, you may just be seeking a Title until she's road-worthy.

    1985 and older cars can be title-less

    This doesn't cover the entire state. Emissions testing only covers the metro Atlanta area, TMK. The state legislature has tried for several years to mandate statewide emissions testing, but I don't think the population density outside of the the metro area is high enough to necessitate statewide testing.

    OP --> The link given by on of the other posters about what needs a title will have all the information that you need to get the title on the your Corolla. My Dad sold a 1989 Chevy 1500 pickup and helped the purchaser go about getting a bonded title.
