Take it to the tag office with the bill of sale and proof of insurance and proof it will pass an emissions test. I do NOT recommend driving it to the Emissions Inspection station, instead I would have it towed there to be honest, as dumb as that sounds. Get the test and take everything to the local tag office. That should be all you need if it is old enough that you do not HAVE to have a title. If it's not you may need to get a court order showing that you have had ownership of the car for a length of time, typically that can be done by affidavit and such, but I don't know the specifics.
