The general rule is that A precedes words beginning with consonants, while An is more proper for words beginning with vowels. However, when saying the letter "R", such as saying "RB26", the logic gets a bit screwed up. To spell the pronunciation of the letter "R", one would say it is "are", which starts with an A. Therefore, "An RB26" is technically correct.
