for 10.00 at advance auto parts you can get turtle wax headlight restorer kit,it comes with compound pads,lubricant and sealant.

i should have done before and after shots of mine . but they came out amazingly clean,they were completly caked with rot and faded yellow and scratched. now they look like new and for 10.00 and all done by hand both lights in about an hour.

i highly reccomend this kit for headlight restoration its 100% perfect and simple to do.
