Toothpaste is just an abrasive, no different than a mild rubbing compound.

I've been wet sanding then using compound, polish, and wax on headlights for 10 years. Sometimes only metal polish is needed and the stuff I use has a silicone sealant mixed in. I don't know why I didn't come up with the headlight restoration kits years ago lol!
