GA allows it. depends on if the county had enough money to afford it. courts are officer biased anyways.
I wasnt aware of that. I went on a ride along with my cousin about a month ago who is a Lawrenceville cop and he was telling me that his dash mounted camera comes on when his lights come on. I thought that was pretty nifty.

More people get away with warnings when being straight forward and courteous with the cop than acting totally oblivious. well, speeding is a different story. I got out of a speeding ticket just by being cool with the cop and telling him I was running late to a UGA game. You are right about not being able to get out of a ticket using denial, but I would never admit to racing.
