To me it says if you don't have a permit but are elidgable to get one you can have a pistol in plain view or a glove box in your car, but if you have a permit you can put it anywhere.

Then again I am not a lawyer or a politician.

The way the law is written now, with the passage of HB89, a person with a permit may have a locked, loaded and ready to go firearm anywhere in their vehicle as long as their GFL is on their person. Someone without may ONLY have a firearm in a covered/lockable area of their car ie. Console, glove box, etc. It may be loaded, technically, although if it's visible the law is ambiguous as to whether or not it must be stored separately from the ammunition or not. Also note that you must be able to legally possess the firearm in the state in which you have it. IE if you're 18, you may TRANSPORT a handgun legally, but it must be locked and separate from the ammo.
