Looks like I can register it as non-op now, not need emissions, then register it as op in January and it'll be for 2013 and exempt for emissions. Anyone who has an '88 model year can do the same (if you do a search on the forum and come here looking for advice, here it is). Got advice on another forum, where people are actually knowledgeable.
