The impact of a shotgun loaded with 00 buck is greater than that of a pistol of any caliber, but a pistol's greater maneuverability mitigates this advantage when a high caliber pistol like a .45 is plentifully capable of dropping someone. Basically, they both have their merits so neither is plainly superior.
