If the wheels are turning when you crank it over, it's likely something with the clutch. The wheels should be able to turn freely without turning the motor over, check the inside of the bell housing (easier when the car's apart) to see if you've got debris or something in there. Make sure the clutch spring is holding the shoes off the bell housing at rest. As for tuning, it makes all the difference. Start with the factory needle settings and get the car warmed up- then start tuning according to instructions (I always forget which needle to start with), leaning the car out little by little. You'll know when you get it right- smooth idle, quick launch, nice stream of smoke at full throttle, and it just sounds right. Good luck.
