Solution: Put me in charge of the police department with special priviledges.
My 5 step plan for jumpers:
1. Stop traffic for 5 min.
2. Place tarp onto road.
3. Push jumper off bridge (lands on tarp).
4. Wrap body in tarp, dispose of body.
5. Open road to traffic.
After a few times, I bet there will be far fewer jumpers out there....
