It's up to the officers discretion to charge someone, whether it be the male or female or neither and sometimes it comes down to one person's word against the other but that's when a brief physical exam determines who has the nail marks, bruising, hand prints, etc. It's gets really bad when a girl hits herself, yes it does happen, and the guy goes to jail because nobody can prove otherwise.
