Price on parts all depends on who you know, and I think EVERYONE on here can vouch for that. Some unknown person walks into a store, they get quoted $150 for a part. A known regular/friend of employees and/or management walks in, they get the same part for $120. Just the way the world works. I was in the del Sol world for 3 years before I built my first show car for that exact reason.

But as far as your question goes, I personally have always been a fan of mixing fashion AND function, so my vote would go for the ram air hood. And keep in mind something... these days, it takes more than just flash paint and bags to win shows. The judges have seen that before. In the last few years they've been looking more and more at a car or truck as a total package: Does it go as fast as it looks? It's the vehicles with cojones under the hood that attract more and more attention. Do as you wish with your truck, but no one likes seeing a $2000 paint job, and then you pop the hood and it looks like ass, and is slow as poop to boot. Chris Foose puts it the best way... under the hood should be like opening a jewelry box... absolutely stunning.
