He does realize that most Service providers IP arent static, they change hence DHCP. Turn the router off, turn it back on, different IP assigned. All devices connected to the network have IP addresses. your phone, your laptop, your desktop, but that is on the other side of the network (your side), our side we probably could see the router, thats it. Im not sure i can see your private IP address without breaking the law.
