Also, if you had the green hand, then he had a red light, unless he was making a left onto the road you were crossing, or a right off the road you were cross and in the case he would have had a red light (must stop on red to make a right hand turn).

just adding another thought... if it has a CF hood I bet the old hood is still around. it would take nothing to just put the old hood on and then take it to a shop to have the glass replaced. he probably didn't do that though. he probably just had one of those mobile windshield replacement companies come to him for the repair.
good luck finding him... and I am with you when you said just smashing his phone in front of him would satisfy you.
on a side note I have been hit by cars more times than i can count while skateboarding... urban mountain biking too (even a cop one time lol).
