Factory HIDs on cars are not banned, They are in more cars today then 2 years ago, Its become a option available on many cars now.

After market HIDs are what they try and stop from being sold because the housings are not designed for HID's and they are to bright in non HID housings, but they are still sold everywhere, it wont ever stop people from buying after market kits
