Where in the bill did you read that it was just purposed for NYC? Because what is posted says nothing about it being NYC only and from whats posted it seems that it is attributed to House representative Carolyn McCarthy (D - NY) who presented it in the House of Representatives. The numbering on it and the title make it look like a House bill. If it was a matter exclusive to NYC wouldn't it be presented in the New York state legislature by a state legislator?
