Its hard to mount a rescue mission for 30,000+ people where there is no infastructure. The airport is ruined, airforce special forces had to be flown in to rebuild the airfield, Airforce combat controlers also had to be flown in because there were no airtraffic controlers around. Helicopters cant land anywhere and with limited space due to the flood waters helicopters pretty much have to land one at a time. People are shooting at the damn helicopters, so for a brief period of time there were no flights due to the insecurity. You cant blame this anyone really its just everything that could go wrong went wrong and there was no plan for it.
