Are you a cop? If not, you have no place looking to enforce the laws like the original poster claims he was doing "riding in the middle of the lanes". How fast did he speed up to to catch them to get all 3 plates. How many people did he put in jeopardy. Use some common sense - if you have any.
If they are dangerous, call it in, and hope that the cops catch them in the act. Let the law officers do their job. They have to have an incident or catch them in the act.
