Have you read the constitution??? I think you are referring to the Bill of Rights. Show me in the bill of rights that says a person can wear whatever they want. Technically the bill of rights doesn't guarantee freedom of expression. It guarantees freedom of speech. The arguement for the past 100 years has been that expression is a type of "speech". It is really up to the interpretation of the Bill of Rights by lawmakers. You are free to express yourself in any way that does not infringe upon the rights of others. Thats how indecent exposure laws are upheld. It is the right of others to be protected from seeing people expose themselves indecently. If the city of warner robins defines showing an excessive amount of undergarments as indecent exposure, there's not much a lawyer will be able to do for you.
