i going to make a generalization b/c it is totally true - most people who do this are black and black people are always wondering they people can't take the seriously, have a hard time w/ society in general, etc HELLO! no need to explain - look in the mirror.
Seriously, If they wan't more respect and to be taken seriously, they should try to dress more appropriately. I know plenty of college educated black people, none of whom dress with their pants below their ass. They dress in a way that makes them look professional, which wins them all the respect they want.
