Something similar was happening in the neighborhood where one of my houses is...The HOA contracted a company to tow vehicles parked on the street and I think that's a bit excessive...Not to mention that Cherokee country sherrifs would ride around and issue $20 fines as well which isn't an issue in itself but it's the principle...If you have guests, where the fuk are they supposed to park?
