Japan's age of consent is 14 and I think Korea's is too. As far as "pedo porn" is concerned, you'll see that about 96% of it is anime based. Games, comics, and movies containing anime pornography will traditionally have characters with "undisclosed" ages. According to the law, an illustration is not grounds for lawsuits on child pornography since it's not an actual person. You'll find 14yr old appearaning characters who are actually 21, and vice versa. As long as their disclosed age (if disclosed at all) is not under the age of consent, it's permitted.

That's also not just Japanese law, but US as well. If it doesn't involve a real person or the character is not listed as being under the age of consent, it's okay.
