Japan's age of consent is 14 and I think Korea's is too. As far as "pedo porn" is concerned, you'll see that about 96% of it is anime based. Games, comics, and movies containing anime pornography will traditionally have characters with "undisclosed" ages. According to the law, an illustration is not grounds for lawsuits on child pornography since it's not an actual person. You'll find 14yr old appearaning characters who are actually 21, and vice versa. As long as their disclosed age (if disclosed at all) is not under the age of consent, it's permitted.
That's also not just Japanese law, but US as well. If it doesn't involve a real person or the character is not listed as being under the age of consent, it's okay.
Not always the case with US law. Some original versions of the La Blue Girl series (my personal favorite) had to be edited, because the US mandates that there cannot even be an illusion that the ANIME characters are under 18 years old.

La Blue Girl is ancient and was re-released in it's entire uncut format. Also, things have changed a lot since then.
For instance, the hentai game "Yume Miru Kusuri: A Drug That Makes You Dream" has a little sister character with whom you can have sex with that appears WELL below the age of consent. Safe Pic and can be bought at virtually any anime outlet that sells hentai. Hentai videos such as "Dark Love" also have characters that appear 15yrs old or younger and are available for domestic retail purchase.
If that doesn't convince you, go to any anime convention across the country and you'll be surprised at how much of the available hentai material has loli content. It's mind blowing that you can even buy a body pillow case with an undressed loli on it for around $100.
