also, whats the threshold for "modifying" weapons.... I know you need a special FFL to manufacture weapons... but a gunsmith does not. Any joe can modify their own stuff, ie upgraded trigger sets- reduced pulls, modify the entire setup even--- Ie .223 ar15's converted to shoot cheap .22lr rounds... Lol i'm just doin research... more out of boredom
