Your logic fails on so many levels that I don't even know where to begin...however, I will try:

1. The 911 call came in at 7:15am.
2. The police arrive on scene around 7:20-7:25am.
3. The police have to SECURE the area, look for the shooter and/or determine if this isn't a murder/suicide. This includes taking down witness statements, following leads, securing the dorm, a whole fucking dorm, etc. 7:55-8:20am, EASILY.
4. The President is then alerted as to the "status" of the case by the police. At that time, the police thought the he was fleeing campus and they were on the lookout given that this appeared to be an ISOLATED, DOMESTIC incident. 8:25-8:35am
5. The President meets with his staff and they figure out what to do. 8:45-9:00am before they can all assemble.
6. Email goes out a little after 9:15-9:25am.

Now, answer me this: How do you LOCK DOWN 2600, read it again...2600 acres of land? How do you get the word out to EVERY building? How do you get the word out to students who are "in route" to class already? How do you organize something THAT massive? That campus is the size of a small fucking city. Do you think that Blacksburg has the police force to do that on a 10-15 minute notice? Hell no. They would need State Patrol as well!

THINK about what you said and how it doesn't make sense. Read what I wrote. I am not justifying what the Administration did, but I am showing you a VERY realistic viewpoint/scenario based on what we know.
