It wasn't towed I would ask to speak to the owner of the towing company then request their insurance information.

As for towing, i am just about positive it's a 'fix-it' ticket with the tag unlike expired insurance where they can and will tow it. Ask to speak to the officers captian/supervisor...keep pushing it. Everything should be dropped and refunded.
