The 2nd Amendment - A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
The Bill of Rights is the first 10 amendments to the Constitution. All of these rights were penned as individual rights and limitations on the power of the federal government, not state rights.
If Holder thinks that the 2nd Amendment is not related to individual rights, then he needs to go back to studying in high school, as he has no clue as a lawyer.
District of Columbia v. Heller (2008) - The Supreme Court ruled that the Second Amendment protects an individual's right to possess a firearm, unconnected to service in a militia and to use that arm for traditionally lawful purposes, such as self-defense within the home. In dicta, the Court listed many longstanding prohibitions and restrictions on firearms possession as being consistent with the Second Amendment.
McDonald v. Chicago (2010) - The Supreme Court ruled that the Second Amendment limits state and local governments to the same extent that it limits the federal government.
