If you think about it all income tax is redistributive. It takes money from private owners and transfers it to (among other things) state governments in the form of federal funding for projects. 				In some parts of Alaska a gallon of milk can be like $15 and groceries have to be flown in by bush plane. If the government didnt pay people to live up there. Then only Alaskan Native Americans would be there.
