Default H22a idling problems + rev limit and vtec..

Okay so here's the deal.. my car is a Accord LX with a JDM 94 H22a swap.. LSD tranny/etc.. has a p13 ECU. Okay I labeled my videos wrong on youtube.. but you still get the idea. Stupid phone..

Okay when the car gets warm the tach starts to float around .. and its very annoying.. anyone have any idea how to fix this? Vid didnt upload.. but it revs to about 1,000 then drops to about 750 and repeats.. over and over.

Okay my next problem is that vtec is engaging WAY to soon.. (around 4,200 RPMs..) and then my rev limiter is around 5,600.. any ideas on that? (car is not low on oil.. check almost daily..) and yes.. i was trying to do a full run.. just giving you an idea.. you can tell that vtec kicks in around 4200 and i stopped right before it starts to red line.. but thats almost the point where the tach starts to bounce. Last problem.. this somewhat "ticking" noise coming from under the valve cover.. idk if u can hear it in this vid.. but i somewhat can.. in person u cant really hear it unless you have the hood popped and are close to the engine.. and u can hear the "floating" lol vid:

Things I have done so far..
    Oil change
Filled car with anti-freeze (was completely out)
    Changed spark plugs and wires
    Changed distributor cap and buttons
    Fixed 2 exhaust leaks..
    Cleaned the throttle body..
and a few other things that I cant remember.

Could a problem maybe be that the previous owner tried to chip the p13? Or maybe it had a tune on a p28 ecu and they just swapped back in the p13?

    Any help is appreciated!

the idling problem might be coming from the idle air control valve. clean it and see if it fixes any thing. if not try replacing it. make sure the map sensor and throttle position sensor plugs are connected to the right connector.
