is the motor turning?

Pull the plug and put a squirt of oil down in the cylinder. Put the plug back in, and try to push start it. I can't speak for you scooters motor, but I did about 50 laps at Tally (at 110MPH on a 100 degree day) on my KTM 2 stroke before I realized I didn't add oil to the tank on the way out.
