i had a 94 integra that did the same thing does it jump between like 2000-3000rpm i fix the prob it was a sensor that was at the throtle body. it kinda hard to explain.
also this prob sucks worse when u had a automatic cause i could run 40mph just lettin off the gas ha gud luck with ur prob.

right below the throtle body there are 2 screws that hold in a spring there is a plastic piece that comes un-screwed for some dumbass reason thats what mine was doing till i screwed the plastic piece back together mybee that will help you out if not its the IACV just clean it good with carbin cleaner not to get the plastic area wet.
