u can hone it without a bore. its not good practice but u can do it. most times if im working on a car that needs a hone and the ill have the cylinders checked for roundness first and bore size. then bore and hone .2.

your flywheel should be balanced if its new. if it used and needs to be resurfaced i would have it rebalanced with the setup your using just for that extra reassurance.
