What rules and regulations are stopping you from running for a side wager? I'm not seeing anything that would stop it or make the street preferable.
There a ton of spots to run at on the street near Silver Dollar though. If you really want to run on the street, there are a couple of good spots less than 15 mins from SDR.
You could easily meet before going to the track, race, settle up, then go to the track.

Couldn't last weekend friends wedding. I work to much during the week to go out and race. I told him last week we could do this weekend. He declined for going to a event.
